Why Durmitor national park

The park covers about 390 square kilometres of limestone massif in the north of Montenegro. It has almost fifty peaks over 2,000 metres, the highest being Bobotov Kuk at 2,523, and eighteen glacial lakes that locals call gorske oci, mountain eyes.

Bobotov Kuk, at 2,523 metres, is the high point. Photo: Pexels

It is on the UNESCO list, it is two hours from the coast, and in July, when Budva is unwalkable, you will share the trails with almost nobody.

The Black Lake

Crno jezero, the Black Lake, sits at 1,416 metres about twenty minutes walk from Zabljak. It is two lakes joined by a channel, and in dry late summer the channel disappears and they separate.

The circuit around it is 3.5 kilometres, flat, and takes about an hour. It is the one thing everyone does, and it is worth doing early, before the day visitors arrive.

Jablan Lake and Zminje Lake: easy forest walks of one to two hours from Zabljak.

The Tara canyon and the bridge

The Tara river has cut a canyon roughly 1,300 metres deep and 80 kilometres long, which makes it the deepest in Europe and the second deepest in the world after the Grand Canyon.

The Djurdjevica Tara bridge crosses it on five arches, 365 metres long and 172 metres above the water. It was built in 1940, partly destroyed in 1942 by the engineer who designed it to slow the Italian advance, and rebuilt after the war. There is a zip line across the gorge beside it.

Rafting on the Tara

The classic half day section runs about eighteen kilometres from Brstanovica with more than twenty rapids, and it is suitable for beginners with no experience. The full two day trip covers the wilder upper section and involves a night in a camp.

The water is drinkable, which the guides demonstrate, and clear enough that the boat appears to be floating above the riverbed. Season runs roughly from May to October, with the highest water in May and June.

Zabljak and practical advice

Zabljak is the highest town in the Balkans at about 1,450 metres and it is not attractive. It is a functional mountain town with guesthouses, a supermarket, several restaurants and a couple of ski lifts, and it is where you sleep.

Durmitor is the Montenegro that almost nobody photographs: glacial lakes, limestone peaks and a canyon that is the deepest in Europe, two hours from a coast that is full.

Give it three days, sleep in Zabljak, walk the lake at dawn, drive the ring road and put half a day on the Tara.

They are half an hour apart and they offer completely different holidays. This is a comparison criterion by criterion: beaches, atmosphere, nightlife, culture, day trips, prices and accommodation.

Budva or Kotor: two faces of the same coast

The Montenegrin coast is short but remarkably varied. In under 300 kilometres you go from bays closed in by mountains to sunlit rivieras of sand and shingle. Budva sits in the middle of the riviera that carries its name, with the best beaches in the country at its feet. Kotor sits at the far end of its bay, inside medieval walls, where the mountain falls straight into the sea.

Mogren beach, five minutes from the old town along a cliff path. Photo: Pexels

The short distance between them makes the choice harder rather than easier, because whichever you pick, the other is an easy excursion away. The real difference is not what you can visit. It is what an ordinary day of your holiday looks like: a towel on the sand and a cocktail at sunset, or coffee in stone squares with the bay in front of you.

Budva in short

Budva is the capital of Montenegrin tourism: a Venetian old town the size of your palm, surrounded by a busy resort with hotels, terraces, clubs and kilometres of beach. Stari Grad, the old town, is a charming miniature with walls, a citadel and marble lanes, and the statue of the dancer on the rocks with the fortress behind has become the symbol of the town.

Evening on the Budva riviera. Photo: Pexels

The beaches are the real asset: Mogren, hidden below the cliffs at the end of a coastal path, Slovenska plaza, the resort endless kilometre of sunbeds, and nearby Jaz, Becici and Kamenovo, each with its own character.

In the evening Budva changes. The terraces fill, the music starts and the clubs keep going until dawn. It is the town in Montenegro that does not sleep.

Kotor in short

Kotor is the opposite: a living museum town, UNESCO protected, in the most spectacular natural setting on the coast. You do not come here for the beach. You come for the atmosphere in the stone squares, for the Romanesque cathedral of St Tryphon, for the cats asleep in the sun, and for the legendary climb up the walls to the fortress of San Giovanni with the bay spread out below.

The rhythm is slower: mornings with coffee on the waterfront at Dobrota, walks between palaces, evenings with wine and fish under lanterns.

What you do not get: real beaches, since the shore of the bay offers only concrete platforms and narrow strips of shingle, and loud clubs. What you get instead is the most beautiful landscape on the Adriatic, often from your bedroom window.

Beaches and nightlife

If your ideal holiday means mornings on a sunbed and clear water, Budva wins without argument. Mogren, five minutes from the old town along a path cut into the cliff, is the favourite, with Jaz and Becici completing the podium: sand mixed with fine shingle and a gentle entry into the sea, which is what families need. In summer the central beaches fill up, so go early or choose a more secluded cove such as Kamenovo.

Kotor, at the far end of the bay, where the mountain drops into the sea. Photo: Pexels

On nightlife the gap is just as wide. Budva has beach clubs, DJ bars and terraces full until late, while Kotor offers evenings with local wine in the squares, the occasional concert and quiet after midnight. It is not a judgement, it is a question of style: party people choose Budva, romantics choose Kotor.

Culture and atmosphere

Here the ratio inverts. The old town of Budva is a pleasant half day: walls, citadel, small churches and galleries. Kotor is a world of its own: the cathedral of St Tryphon with almost nine centuries of history, the palaces of the noble families, the maritime museum, the cats that have become an emblem, and above all the climb of roughly 1,350 steps to the fortress of San Giovanni, one of the great experiences of the Adriatic.

The daily atmosphere differs too. In Kotor, early in the morning and late in the evening, once the cruise ships have gone, the town belongs to its residents again and becomes hard to match. Budva stays lively at any hour, with the energy of a large resort: cheerful and alive, but rarely intimate in high season. Background on both towns is on Wikipedia, and official information on the national tourism site.

Where to sleep, specifically

In Budva, for atmosphere, choose the edges of the old town or the Mogren area, bearing in mind that in summer the music carries late. For beaches and families, Becici and Rafailovici have modern hotels a few steps from the sea, linked to Budva by a promenade. For budget, the apartments behind Slovenska plaza remain the classic answer. Avoid the main roads if you sleep lightly.

In Kotor, rooms inside the walls are the ultimate romantic experience, but they come with higher prices, suitcases dragged over stone and church bells in the morning. The intelligent alternative is Dobrota, Muo or Prcanj, the villages strung along the shore of the bay, with guesthouses whose terraces reach the water, superb views towards the fortress and a short walk or drive into town.

    What we would actually do
For a week, split it. Three or four nights in the Kotor area for the bay, the walls and the trip to Perast, then three or four nights on the Budva riviera for the beach and the long evenings. Half an hour between them makes the move painless, and the holiday gets two completely different acts.

Day trips from each

From Kotor the excursions revolve around the bay: Perast and the island of Our Lady of the Rocks, the villages along the shore, the spectacular hairpins up to Mount Lovcen and the mausoleum of Njegos, or the ferry to Herceg Novi.

From Budva the compass points south: the famous island hotel of Sveti Stefan a quarter of an hour away, the riviera beaches, the old royal capital of Cetinje, and the boat trip to Sveti Nikola, the island facing the harbour. From either base you can reach the northern mountains and Durmitor National Park in one long day.

The verdict: which for whom

Choose Budva if the beach is the centre of your holiday, if you are travelling with children who want shallow water and slides, if you like busy evenings and clubs, or if you want the widest choice of hotels and apartments on the coast. It is the complete resort, with everything that implies, good and bad.

Choose Kotor if you value atmosphere, history and landscape more than a sunbed, if you are travelling as a couple or with a camera permanently to hand, if you want to walk the walls at sunrise and eat dinner in a medieval square. It is the traveller choice rather than the beach holiday choice.

And if you do not want to choose, do not. Half the trip in each, or one base and excursions in the other direction. The Montenegrin coast is small enough to have both in the same holiday.

Yes, and for a week it is the recommended formula: three or four nights in each with a move in the middle, or a single base and day trips the other way.
Conclusion

Budva or Kotor is really a question about what you want your mornings to look like. Sand and shallow water, or stone squares and a mountain falling into the bay.

Both are half an hour apart, which is why the honest answer for anyone with a week is to stop choosing and take three or four nights in each. The move costs you one afternoon and gives you two entirely different holidays.

Why Kotor Bay is called the southern fjord

The bay cuts almost thirty kilometres inland through a wall of limestone mountains, narrowing twice to straits only a few hundred metres wide before opening again into inner basins. Whoever named it a fjord was describing the impression rather than the geology.

Early morning on the bay, before the cruise ships arrive. Photo: Pexels

The Kotor region is on the UNESCO World Heritage list for a rare combination of nature and culture: along the shores runs an almost continuous line of stone settlements, Venetian churches and fortifications, all of it built into a landscape that barely allows building at all.

The bay has been Roman, Byzantine, Venetian, Austrian and Yugoslav, and each left something. The Venetian centuries were the longest and are the most visible, in the architecture, the winged lions over the gates and the street plans.

Kotor, the walled town

Tucked into the deepest corner of the bay, at the foot of the mountain, Kotor is its heart. The old town is enclosed in massive walls and is a triangle of lanes with no logic to them, which is deliberate: the plan was designed to confuse attackers and it still confuses visitors.

The Square of Arms, the main entrance to the walled town. Photo: Pexels

The Square of Arms, just inside the sea gate, is where you enter and where the clock tower stands. From there the town opens into a series of small squares, each with a church, and none of them signposted in a way that helps.

The old town is a maze of lanes with no through traffic. Photo: Pexels

Kotor is also the town of cats. Strays lounge on window ledges and in every square, they have their own small museum and their own souvenir industry, and they are treated by the locals as permanent residents with rights.

The cathedral of Saint Tryphon, consecrated in 1166, is the main monument, with two asymmetrical towers, the result of an earthquake and a rebuild that ran out of money.

The walls and the fortress of San Giovanni

The great adventure of Kotor is climbing the defensive walls that zigzag up the mountainside to the fortress of San Giovanni, two hundred and sixty metres above the town.

Four and a half kilometres of walls climbing to the fortress of San Giovanni. Photo: Pexels

There are roughly one thousand three hundred and fifty steps, uneven, worn and without shade. The climb takes about an hour at a relaxed pace, and there is an entrance fee in season. The reward is the view straight down onto the terracotta roofs with the bay behind.

    Worth knowing before you climb
Start early in the morning or late in the afternoon: between eleven and four in summer the stone radiates heat and there is no shade at all. Take more water than you think you need, because the stalls partway up charge accordingly. There is also a free alternative, the old caravan path toward the village of Spiljari, which climbs outside the walls and joins the route further up, though it is rougher underfoot.

Perast, the baroque jewel

A quarter of an hour from Kotor, Perast looks like a stage set: a single row of stone palaces along the water, sixteen of them, with seventeen churches for a town that now has a few hundred residents.

Perast, a single row of stone palaces on the waterfront. Photo: Pexels

The disproportion is historical. Perast was a wealthy maritime republic whose captains served in the Russian navy, and the money came home and was spent on building. When the shipping declined, nothing replaced it, so nothing was demolished either.

Perast has no beach and no resort development, only the promenade. Photo: Pexels

Perast is visited slowly: a coffee on the promenade, the climb up the campanile for the panorama, the Bujovic and Smekja palaces, then dinner with fish at one of the waterfront restaurants. There is no beach and no nightlife, and that is the point.

Our Lady of the Rocks, the island from the legend

Two islets float in front of Perast. Saint George, with its Benedictine monastery under cypresses, is closed to visitors. The other, Our Lady of the Rocks, is artificial.

Our Lady of the Rocks, built on a reef the locals enlarged with stones. Photo: Pexels

The legend says two sailors found an icon of the Virgin on a reef here in 1452, and thereafter every boat returning safely dropped a stone on the spot. Over centuries the reef became an island, and a church was built on it.

The tradition is alive. Every year at sunset on the twenty-second of July, locals row out with boats loaded with stones and throw them around the island, keeping it from eroding. The ceremony is called fasinada and it is not staged for tourists.

Boats leave constantly from the Perast waterfront for a few euros return, and the crossing takes five minutes. Inside the church, the ceiling paintings and the votive silver plaques left by sailors are the reason to go.

Herceg Novi, the town of stairs

At the mouth of the bay, facing the open sea, Herceg Novi is the town that climbs. It is built in terraces up the slope and is crossed by endless flights of steps, which makes it exhausting and gives it the best views in the bay.

Kanli Kula, the Ottoman fortress, now an open-air venue. Photo: Pexels

The Turks, Venetians, Spanish and Austrians each left a fortress. Kanli Kula, the Ottoman bloody tower, is now an open-air performance venue. Forte Mare guards the sea, and the Spanish fort sits highest up.

Herceg Novi climbs the slope, which is why it is called the town of stairs. Photo: Pexels

Herceg Novi has more greenery than the rest of the bay, including a botanical tradition brought back by sailors, and it gets more sun, being outside the inner basins where the mountains cut the light short.

How to move around the bay

A car is the most flexible option. The coast road runs almost the whole way round the bay, and between Kamenari and Lepetane a short ferry cuts the loop, saving about forty minutes.

The alternatives work surprisingly well. Local buses link the shore towns frequently and cheaply, water taxis run in season, and boat excursions cover the islands. For a stay based in Kotor, you can manage without driving at all.

Parking in Kotor is the recurring problem. The lots by the walls fill by mid-morning in summer and the prices climb accordingly. If your accommodation offers a space, take it, even at a cost.

Practical advice

The bay is at its best in May, June and September: warm, green, with water good enough to swim in and without the queues of high season.

July and August bring two problems at once. Cruise ships dock at Kotor and empty several thousand people into a walled town that holds a few hundred residents, and the heat in the inner bay is intense because the mountains block the breeze. If you must come then, be inside the walls before nine or after six.

For a base, Kotor and its neighbouring villages, Dobrota, Muo and Prcanj, give the best balance of atmosphere and access. Herceg Novi suits anyone who wants more sun and more space. Perast is for those who want quiet and do not mind paying for the view.

Montenegro uses the euro without being in the euro zone, cards are widely accepted in towns and less so in villages, and background on the region is on the national tourism portal and on the UNESCO listing for the Kotor region.

In July and August, yes, severely. Ships dock beside the walls and release several thousand people into a very small old town. Be inside the walls before nine in the morning or after six in the evening.

Conclusion

The Bay of Kotor packs an improbable amount into thirty kilometres: a walled medieval town, a baroque village that stopped growing three centuries ago, an artificial island built by sailors, and a wall climb with one of the best views in the Adriatic.

Come in May, June or September, base yourself around Kotor, climb early, and take the boat to Our Lady of the Rocks rather than only looking at it from the shore.
